to stop. >> in washington, i'm stacy cohan. >> uncertainty over the fiscal cliff is having a ripple effect from washington to wall street. u.s. stocks ended the session on friday in the red for the fifth straight day. a triple digit loss for the dow which tumbled 158 points, the nasdaq lost almost 26 points. the s&p 500 shed almost 16 points. and the gridlock in washington could help the current congress make history as the most unproductive ever. it's amazing. a review by the huffington post shows 219 bills have been passed this session, that's compared to 383 bills passed by the previous congress, and 460 by the group before that. now, to avoid the distinction, congress needs to submit about 100 bills to president obama over the next few days. something tells me they're not going to be able to do that. but there is one thing the senate has been able to agree on, getting aid to victims of superstorm sandy. by a 61-33 vote, the chamber passed the measure offering $60 billion in help. it heads to the house which must approve the bill by thursday or else the process has to start all over aga

is in hawaii. let's go straight to cnn's emily schmidt in washington. good morning. so before he left the capitoal, he laid out this three-point plan to washington. >> before he left to hawaii, he left for a gift for lawmakers to ponder in washington. here are the three main points he's saying. he wants to make sure there's a law passed that ensures 98% of americans know their taxes are not going to go up in just under two weeks. he also wants to make sure that 2 million americans who would otherwise lose their unemployment benefits if we went over the fiscal cliff would be able to keep those benefits. and finally he says, look, we can take a look at the longer term proposals, the larger reform at a later point. just lay the ground work at this point. we also know before the president left, he talked by phone with house speaker john boehner. he met in person with harry reid, although what the private happened, we don't know. but publicly things sound a lot like they have for the past few weeks. take a listen. >> every member of congress believes that, every democrat, every republican.

that rain lift up. washington improving conditions. new york city very heavy rain and very gusty winds. that is part of the problem with this storm and has been since the beginning. we are seeing the swaths of snow but the winds are so strong. in the last three hours 40 mile per hour wind gusts in new york city. 26 in buffalo and cleveland and indy. so again, the snow clearing out of illinois and indiana but look at what it has left behind. in areas of illinois, 18 inches. in indy, 7 inches, kentucky, 4 inches. and here's what's left of it. the whole storm lifting to the north. upstate and western new york getting 5 to 9 inches of snow. nine to 12 inches in northern new york and the green and white mountains of new hampshire. >> and of course all anybody wants to know is when can we expect to see the weather improve around the country? >> it will. it is going to improve. we are going to watch this move. here is the area of low pressure we are watching. here's the time stamp tonight at 10:00. right on the money. here is where that low pressure is right over washington where is it an but

is that? tom foreman is in washington to speculate. good morning. >> reporter: hi, carroll. we don't know what that means. there's been speculation it will have something to do with mental health issues because certainly at a lot of local levels people talked about that on the republican side. people on the conservative side saying that has to be addressed as much, perhaps more than the gun issue itself. so we're expecting that may be the direction to go but the truth is we don't really know. what we do know is that the nra was quiet immediately after this. they often are after such incidents and they usually say as they did this time out of respect for the community and the family involved but now that a little bit of time has passed what we would certainly expect here is that there would be a clear message to the white house and to others which is be careful about overreacting at this point because the nra will push back and certainly they have proven that politically they have the power to do it not only nationally but certainly at the state level. carol? >> tom foreman reporting live
